Debra is a director - consulting, Western Region. She is located in El Dorado Hills, CA. She and has over 14 years of experience with employee benefits, which includes consulting and advising employers on all aspects of qualified retirement plans and deferred compensation, with a particular emphasis on employee stock ownership plans (ESOPs).
Debra earned her B.S. in Organizational Behavior from the University of San Francisco, a Masters in Taxation from Golden Gate University, and a Juris Doctorate from the University of the Pacific, McGeorge School of Law.
Prior to joining The Principal®, she was a shareholder at Chang, Ruthenberg & Long, a boutique ERISA law firm. She co-managed the ESOP regulatory practice and headed the ESOP transaction department overseeing and maintaining client relationships, planning, marketing, billing and supervising. She advised clients in all aspects of plan design and operation, as well as corporate governance, fiduciary due diligence, compliance, notice and disclosure requirements, employee education, and corporate communication, as well as collaborating with TPAs, CPAs, appraisers, consultants, and legal counsel regarding operations and stategic changes.
